If that doesn't work and your outline isn't progressing, try outlining and writing in tandem (see page 96 and 97). You can also try the brainstorming techniques listed in Chapter 1. If none of those things help, the story may not be ready to be written and you'll need to put it on a backburner in your mind until you do come up with more ideas for the story.
